I see 'THE' Ukraine everywhere in the 1000s of pages of >15 reports of the early 1950s US Congress Kersten Committee reports. This Committee was amongst the smartest, most knowledgeable in that time about Ukraine.
Ukrainian language was always there, but no-one in the west dared acknowledge it for fear of upsetting Moscow.
Not much has changed!
#Russia used this as a way to undermine and demean the territory. It was a deliberate Soviet occupation tactic to ensure it did not sound like a country, but like a region or province.
For instance in the UK we say "the North" or "the Lake District" but not "the Wales"
Shortened it reads as, "the car", "the bicycle", "the Ukraine".

But he's not really to blame.
He won't have written all that script. It will have had to go through numerous sets of hands and eyes at Labour HQ to be given the OK.
That's the issue.
