Great idea. If the officials choose to serve a corrupt master, they have to be held accountable for their thoughts, behaviors and actions. Everybody has the choice to follow orders or not.

Not just prosecutors: States could make a point of providing legal support to targets and detainees, forcing US to be on their best behavior and go by the book, which would be better than acting witn a feeling of impunity.
