I think he has a radio with him, so he must have been a commander. Even so, he looks like one of the better guys in the group. I can't really identify the patch on his right arm.
For someone so well equipped, hence likely well trained & educated, he surely is missing a white flag, or the common sense to throw off his weapon/armor/protective gear.
I am romanian. The thilthy ruzzians invaded us 13 times in the last 200 years. If you don't kill them when you have the chance they will do it when they have the chance without blinking.
Thankfully I do not know them well. I have an understanding from WW2, but giving them a good choice that they can spread seems better than just killing them.
If you invade another country you don't deserve another chance. Why should he live? To tell his family how he killed, raped, tortured and plundered other people without punishment? What signal is that for the other filthy ruzzians? That they can do whatever you want?
Would you release a murder back into society so they could spread how killing is a bad thing? I doubt it. The simplistic view I have is the easier and safer it is for surrendering Russian troops to do so, then more will take the opportunity.

I'm sure drone operators have rules of engagement that don't allow the drone arm to be made ineffective by simply begging upward, in such cases where taking a prisoner by drone is impractical.
If they surrender and are treated well, that should help others to surrender as well.

Then imagine the drone operator had his/her family, friends and neighbours killed, raped and tortured by Russians.
