It’s based on the UN-defined European Broadcasting Area which includes North Africa and the Levant. The EBU also has members in 🇲🇦🇩🇿🇹🇳🇱🇾🇪🇬🇯🇴🇱🇧. Things got more complicated with Australia as that is an associate member of the EBU. But Canada has in the past sent competitors to Eurovision Young Dancers.

Morocco has participated in the past and Australia has participated regularly for a decade. Canada and the US have both considered participating but have yet to. Just have to sign up to the European Broadcasting Union
