As I understand it Bluesky itself is not decentralized, the ATProtocol it runs on is, Bluesky is just an app that runs on that protocol. I don't think it is as simple as Mastodon for just spooling up your own little piece of it though. I could be wrong of course.

Not sure we can deplatform them all, but you can certainly block. There are some brave individuals in Russia who want Putin to end the invasion & be deposed. Maybe don't block those people, should they ever have access to the internet and set up accounts here.
