I didn't see it on your list, and that surprises me...but "Inferno Cop". it's a short series [13 3ish minute episodes] and it's quite the experience if you're unfamiliar with it.
Looking through your list a classic OVA set that pops out to me is Record of Lodoss War.
In a similar vein: The Faraway Paladin is way better than it has any right to be. If you like interesting takes on classic fantasy I really enjoyed it.
I do not know if you watched it, but Jojo had a part 3 OVA that came out before the official anime adaptation. It is quite moody and different compared to the source material, but it is my favorite version of the Dio fight.
noticing a distinct lack of Yokohama Kaidashi Kikou !!
also, idk if you're into longer films [saw longer ones logged], but maybe try:
- Ghost Cat Anzu
- Fortune Favors Lady Nikuko
- The Concierge at Hokkyoku Department Store
If you like Persona 5 you could watch Persona 5 the Animation: The Day Breakers. Unlike the P5 show (which isn't great), this came out before the game and tells a mini original story with the phantom thieves to promote the game's release

Ummm that is tough I am not as fluid in ova and short anime films maybe some case closed OVAs the anime series turns 30 next year so maybe get caught up in some of that would be a good idea
It's a bit longer than the one hour limit set, but you have to watch: Josee, The Tiger, and The Fish! It's such a beautiful movie and you get two Eve songs during the movie if you are a fan of them

Also the first 4 episodes of Neo Ranga, and nothing past that. It's basically a stand alone movie, and each episode is only 15 minutes.
