I've been thinking lately about what it means when I read that "___% of students can't _____ at a ___th grade level".
Those stats are arbitrary and ever-moving. What we expect of a 9th grader today is not similar to what we expected 30 or 50 years ago. Kids are just as smart or smarter than ever.
