I think they'll be bad, but I struggle to see if they will be much worse than North/WC (if they want to be good).

Their likely midfield rotation stacks up favourably (IMO) with those two, with probably a better defence/set up than both. Forward line is the biggest Q, esp with Lynch injuries.

Taranto & Hopper played late 2024, Gibcus won't be back early.

Vs R25 last year you can add Lynch (171 AFL Rating pts) + M Rioli (134), but lose Bolton (454), D Rioli (387), Baker (378), Graham (305), Pickett (266) + now Ralphsmith (147) and replace them with kids, the best of which is Young (196).

Not a whole lot to be gleaned from a round 25 match with a side all but guaranteed to finish last, even if it was a marginally stronger team than they'd fielded for most of the season. Don't get me wrong, the list is horrible. But the base level isn't simply last year's team minus the guns who left

Teams can bounce up the ladder pretty quick on the back of an innovative game plan that maximises their strengths, even (especially) with a young team. But if the Tigers choose a more conservative development year, it'll be very barren.

Personally I can’t see any reason for short term gains to be prioritised over development, conservative or otherwise. In any case, I remain unconvinced that there are really two distinct approaches to consider.
