Airports, casinos, hotels, banks, not unusual to find large commercial orgs investing in assets to create diverse portfolio. Art by established artists is an easy win, if they have the space why not display it as boosts provenance. Either that or it’s a tourist thing.

There’s an art gallery (they call it a museum) in Schiphol airport (Amsterdam) too. Free to visit, as is their library.
