It's a "destructive device." Like a pipe bomb, a grenade, a howitzer, etc. You need a firearms license to manufacture, transport, test etc them.

There are about 500 active Type 10 FFLs in the US.

Additionally, you can make them one at a time with an ATF Form 1 ($200 stamp, long wait). This might be the process some YouTubers use. Other YouTubers are definitely license holders.
