A commission means more delay and we already had the Jenkins report in 1999. Labour hates STV, so better a mixed system as in Scotland that Labour could support. You might not like this but making it palatable for the Labour Party is essential.

With a majority of the electorate disillusioned with politics in general, we do need to get buy-in from the population for any change. A public discussion, whether it’s a Commission or Citizens Assemblies is the way to take the argument beyond the community of political nerds like me.

Fair point. My concern is that such a discussion will be arranged to delay the matter as much as possible, effectively kicking the issue into the long grass.
As you have mentioned there is already the Jenkins report.

France and Italy have frequently changed their electoral systems (to PR and away from PR) without referendums and simply through parliamentary acts. A reform could contain a requirement for a post-hoc review with the possibility to return to FPTP e.g. ten years later.
