Doubt it. These upgrades have been around as an unofficial mod by remedy since 2023 as the director's cut mod. They just ported that into the official game.

Not really. It was only on the consoles. HOWEVER, on PC it wasn't available normally but the files were still there, just locked out. So you *could* unlock it on PC with some hex editing of the exe. Same goes for the console exclusive outfits.

So this update just unlocked all this by default now.

The Microsoft Store PC version, which is also the one on PC Game Pass, hard crashes my entire computer whenever the House's architecture shifts. It doesn't happen *every* time, but it's frequent enough to be unplayable, and it's been an issue for *years* for other players.

Ooh, ooh, trivia! This content (the outfits and mission) was originally exclusive to the PS4 version, but still existed in the files on PC and could be unlocked with a hex editor. The Dr. Tokui mission is really cool, features a cameo by Hideo Kojima!

When the current gen consoles released, the older engine that the base game used couldn't be ported, so they had to decide whether to support two separate branches or just drop support for the original base game. They chose the latter. Ultimate is a different game, and the only one supported.

Base game is abandonware. It will never be updated, and is actually missing updates before this one. The Ultimate Edition is the only supported version. It's constantly on sale, so you should just bite the bullet and pick it up.
