I dont think most in the NIH have any clue what is going on. They are definitely not receiving any information from superiors. Seems like most on study sections are told all things are go until the day before and then "canceled"

what I'm hearing is that SROs still collect reviews and will attempt to reschedule panels whenever the register freeze is lifted. So it might not be in vain. Even though I agree that right now it feels like the main outcome of grant writing/reviewing is an increase in the entropy of the universe
