Again. Re-emphasizing this brilliant bureaucratic maneuver. NIH should do anything, everything to fund any and all discussed/scored grants, rubber stamping if need be, to avoid a major budget shortfall. Foreign component cuts are the latest bureaucratic slow-walk of the budget. 15 percent of it.

FYI: Frozen NIH grants (see Harvard, etc) count as properly spent, congressional appropriations. They are just on hold! Unlike terminated NIH grants (see Columbia; DOGE cuts), which must be reallocated. #noImpoundment #flatNIHbudget
