The difference is that nationalism believes that not only the nation but also the dominant culture is superior to all others, and must be protected.

It's the conflation of the dominant culture / ethnicity with the nation-state that's so destructive.
The only way that can be sustained is by suppressing minorities, which is basically anyone that doesn't fit their mold.
