Goblins is a good minimum tier: cozy, yet chaotic
Tavern Goers or Customers both make a good medium tier, and I think Adventurers would make for a stellar highest tier.
You can also be funny and reverse that.

But on a more serious note, I like the *idea* of "tavern goers" although it doesn't roll off the tongue. It feels friendly and low pressure. People come and go in taverns and you enjoy their company when present, but they're not obliged to stay.
