My question is, what's the consequence of doing something illegal (like freezing funding at NIH)? It can't just be to "stop doing it" as that would greenlight intentional short-term law-breaking to meet similar goals.

Our systems continue to be ill-equipped to deal with these threats.

On Wednesday, NIH leadership distributed a memo, acknowledging that its funding freeze was illegal and directing staff to resume issuing grants.
