The AMA doesn't cap residency slots. Residents are paid via CMS funding. That's where any cap is coming from, and hospitals that don't want to fund residents themselves. They could just pay for their own programs. They don't.

Residents are trained by medical schools. If medical schools shut down, residency slots will decrease too.
