not rotators. intermittent experts are people who consult on sporadic basis (often former rotators). In most cases, they have another full time job.

OPM guidance last week allowed rehiring of fired probationary employees who are disabled, veterans, or a veteran’s spouse. Later in the week a fedl judge ruled that OPM broke the law by ordering mass firings, which appears to allow agencies to re-hire all fired probationary employees.
