Russia had like 10, 22 if we stretch years of something resembling "free life", being totalitarian or authoritarian shithole with no respect of human life, but respect for suffering. USA, on other hand, had hundreds of years of mostly different values. Yet, it managed to get so low so fast.

We can trace it back to a lot of things, I'm sure, and this is one of them. In the US, the tipping point was 9/11. It broke a lot of brains. It kicked off a massive wave of xenophobia that has led to this.
