Offhand DoD civilian fuckery would impact your average unit/member by
- significantly lower materiel readiness on equipment+spares availability
- hope you didn't like the commissary
- you think your pay gets fucked frequently now lol

Every veteran you know who ETS'd after four years is probably gonna say something like "DA civilians don't do anything anyway" and that's because they never left their battalion footprint to go do things like request ammunition, reserve a firing range, talk to the DTS approval chain, etc.
