I am questioning the in-person briefing, not the submission of written evidence. Dozens of states and organizations have already made written submissions, and the IPCC reports are part of the evidence; NGOs may have also made submissions (although these will not be part of the formal case file).

It is not normal, I would submit, for experts or fact witnesses to meet with judges outside of the formal procedures for receiving evidence (even if the nature of this meeting was intended to educate the judges on key concepts, terminology etc). This could be accomplished in other ways.

This week the newly elected president of the USA stated he will be sanctioning all ICC judges that ruled in favour of arrest warrants (different court yes, same city), and his party threatens to invade the Netherlands due to ICJ and ICC rulings.

Normality may have departed.
