Only officers specifically appointed by the courts or the US Army can enforce them.
Not the US Marshals because they will be ordered by the Department of Justice not to.
But Congress and the Senate and SCOTUS need to act to rein him in.
They are all currently working to help him take their power away.
Eventually they will cease to exist.
No dictator needs checks and balances.

The US electorate could and should have been aware of this possibility and therefore unsurprised. Arguably this is one of the outcomes the US electorate embraced.
