yes, it is D&D, though likely heavily homebrewed as 5e does not have much in the way of ship-to-ship combat rules (Despite releasing spelljammer, multiple campains involving boats)

Also like, I know the sheer number of options and actions could be overwhelming but god help me it was a fresh change from D&D and the fact that everyone had *cool* stuff to do that wasn't just "I roll an attack/enemy rolls a save", as well as more interactive options... Just more fun to watch tbh

No ship to ship rules. Classes that feel wildly out of place in the setting (unless they follow another "No Magic" restriction in which case again I ask why play a system where that's 50% of the classes). A variety of necessary skills (ie piloting) that don't exist. Just a mess.
