The bluesky pds and appview both enforces the bluesky moderation labeler actions. If your account is on a bluesky PDS when you get banned it gets taken down. And the appview obviously have to apply the ban if the user is on a self hosted PDS.

Thanks. Are you aware, can a banned user can migrate a PDS out of Bluesky? So Bluesky was hosting their PDS, they got banned for some community (not legal) issue, the bsky-dot-app AppView is ignoring their PDS, can they migrate it out and start again hosted elsewhere? Or is the PDS wiped?
It uses content addressing, so if you use the DID:Web account ID method and have a backup of your profile data you can import it to a new host seamlessly.
The default DID:PLC does depend on you setting up a recovery key and bluesky allowing you to update the host pointer
Got it, sounds sensible, thanks! I suppose the host pointer issue would be solved by spinning the directory out into some sort of ICANN like body, as I saw mentioned some time ago. At least solved to a pretty decent degree.
