we can’t just have a public agency tasked to develop software, a public cloud, and other technology to address the needs of government, public institutions, and other groups in society because then there’s no chance of spawning the next unicorn

I have to disagree. Not to be all FOSSy but tech progress has happened without unicorns. Most tech in the US started from defense and Edu work with no moonshot profit motive. The resources dedicated to scaling tech is often bubble-based so starting from meeting needs would be slower but better.
