- spending is the easier part. We need better EU structures that can replace or augment NATO that can steer, decide and follow through, and deter.

From drones to missiles!
That would not only increase the efficiency of common defence in general, it also would be a bjg step toward a common European army
Europe has a ton of (partially) overlapping weapons (e.g. 3-4 different fighter planes) and many of those (e.g. Gripen, f35) depend on US stuff.
It's an interesting idea, but the devil is in the details.
