At the risk of repeating myself, Russia was always an oligarchy - and still is. The oligarchs took what was “public” and made it private, i.e., “theirs”. Most Russians are serfs. That’s what they want to do - take away our rights and our laws and make us serfs. Justice is dying in front of us.
