Rather than criticizing policy wonks who are raised in these environments educationally and need years of deconditioning (I am a PhD who taught social policy, so I struggle with dumbing down too. For example, there are so many models for healthcare for all (Germany, Britain, Hungary, Canada).

I agree! I think democrats aren’t just unable to explain their policy-a lot of their policy is unappealing and doesn’t go far enough. The verbosity of it just compounds the problem.
