Because there is absolutely no systematic way they are doing this. GSA sends a list of random contracts to agencies. Agencies need to justify keeping those contracts. Many of those contracts were improperly coded and are critical. DOdGEball slashes anyway. Agencies appeal and they reverse…sometimes.
