Trying to remember where I was travelling but the toilets were free but you had to pay for toilet paper. And had to pay before going in. There was always a woman sitting outside the door with rolls of toilet paper. Oh - and you had to have exact change.

There used to be cleaners on site. They had little plates for tips on the washroom sinks. It was normal to tip them because toilets were clean. This is where the pay for use is coming from. The whole concept has been totally perverted into what it is now.
It’s because we don’t want druggies and beggars to use the public toilets. The last supermarket with payless toilets in my town recently changed to a pay-per-use system – and the people rejoiced. One seldom see such happines about rate increases.
