Tesla is having a harder time getting workers to do 80-hour workweeks.

The mission is not what it used to be. Elon pushing Tesla toward self-driving and politically backing climate change deniers has eroded it, which believe it or not was the biggest motivators for many of Tesla's top performers.

H-1B is Elon's solution to this problem. He doesn't like the 40-hour workweek & he likes to work his employees hard.

Since H-1B visas are tied to the employer/sponsor, foreign workers are under tremendous pressure from them to work hard since they could lose their visa if they are let go.

Elon is using this pressure at Tesla to work employees harder. All he needs is more H-1B visas to be able to replace more workers if they don't get the message.
