Maybe not. The whole shebang is about having leverage over the mayor to make him dance to ICEs tune. A pardon would leave Adams a free agent.

But a hearing risks having Bove on the stand testifying about his communications with WH. Having Mayor tell them to drop dead is lesser risk.
