The provision prohibits use of appropriated funds to enforce contempt orders, tying it to the budget. This attenuated bullshit is just another reason why reconciliation is a joke.

Sounds like an opportunity for blue states to make it easy to domesticate contempt judgments so that assets (like California real estate) can be attached and sold for those violating the orders.

I’ve seen suggestions that judges of ongoing cases should be able to get round this by issuing a new order, requiring a bond. What exactly the wording such an order might be would depend on the circumstances, but in Boasberg’s and Xinis’ cases I would think there’s plenty of scope.
