There's a whole bunch of territories belonging to countries that ARE broken out separately (Falklands, Gibraltar, Dutch Antilles, Reunion, etc), some with different tariffs than their sovereign nation.
The main dataset seems to be here, but Macau/HK etc are on it

The reason they're broken down like this is that both the economic data and TLDs stem from the ISO 3166 country/territory list.
... it doesn't change the fact that they just spewed out tariffs, hence the penguins & Diego Garcia, but it's not as simple as TLDs
