This is why the common economic/science focus on business or farm-level efficiencies to reduce emissions or pollution is often profoundly misleading.
In fact, *enforcing* system limits drives necessary efficiencies.
Classic example: milk quota production limit lowered emissions; no quota, GHGs UP.
