This is why the common economic/science focus on business or farm-level efficiencies to reduce emissions or pollution is often profoundly misleading. In fact, *enforcing* system limits drives necessary efficiencies. Classic example: milk quota production limit lowered emissions; no quota, GHGs UP.

(Important for good faith scientists to clarify this; but won't stop - or even slow - the deluge of "net zero" abuse and mis-information. So IMHO already better to avoid this term completely. Focus on "equitable mitigation commensurate with a liveable [survivable?] climate".)
