Trump's people were busy, long before the election even, combing through agencies, military and law enforcement personnel to root out anyone who wasn't loyal to Trump. They needed to hit the ground running with people willing to bend laws and principles without question.

They are a law enforcement agency. I would expect them to know and follow the law. I carried a Penal Code with me when I was a Deputy Sheriff. These days you can access it on your cell phone. There is no excuse for this.
