Tolerant societies do need to be intolerant at times to remain viable.
However, hate isn't the only marker of tolerance. Any ideology that lessens the cohesion of a social structure can be seen as potentially detrimental to that structure.
Technically, your last sentence is also correct, but it does not negate the paradox.
I’d expand that by saying not only does is it enabled, but also emboldened. This is what the paradox argues, anyway…
