They do, but not necessarily any reform, and not necessarily this way using the votes of the outgoing Bundestag

In the *new* Bundestag, yes. But Die Linke might be OK with reform, but I cannot see Merz trying to ask.

Is it possible that this gets through in the old Bundestag? Or do you need SPD, Grüne, Union and Die Linke agreeing in the new Bundestag?

*Both* are possible. Old Bundestag without Linke looks more likely presently.
