I want to be emphatic here:

Dan Caine is exceptionally capable, I worked for & around him for a while but we're not close, I have no idea why he wasn't promoted (likely because he was a reservist), but the position shouldn't be vacant absent an extraordinary shortcoming that isn't public knowledge.
