the bulk of starlink's infrastructure is in orbit, and thus can't be reached physically, and starlink controls the encryption keys for the command channel

in theory FAA OCST can remotely deactivate and park/deorbit the sats w/o Starlink's help (assuming starlink didn't break the rules, ha right)
