My understanding is that the reason they won't do it is because in most states it's harder to do asset forfiture under state law than federal law and they need DOJ approval to do it under federal law.

"FBI asserts jurisdiction" isn't a real thing, that's not how it actually works. If a state is conducting a manhunt for a fugitive and becomes aware they might be in another state, they can share that info directly with the other state's authorities. That's what the Constitution provides for.

The FBI can go do their own thing, but they can't actually command state and local law enforcement to stop conducting a manhunt or subordinate themselves to the FBI in it or anything like that. And as a practical matter, they aren't a necessary go-between for states to talk to each other.
