Oh, my. I knew this was coming. I have a wx background, & cutting funding to NOAA/NWS was one of the most idiocitic things they did. It takes multiple field offices & multiple people to navigate through a severe weather outbreak. The system last week killed 39! That's unusually high.
And also other countries, since meteorological data is shared between agencies. Winds do not respect boundaries. Also aviation is interested in winds at different heights. These balloons are a fairly low-tech and cheap way to obtain that data.
