People who think the Imperium is the "good guys" in 40k do it by comparison to its enemies - they see the Tyranids, Chaos, Necrons, Dark Eldar and say "Imperium fight bad guys, therefore Imperium good" which is immature and overly simplistic, but then they are conservatives

Warhammer 40K has the same problem as American Psycho has, in that it has a fanbase of people who don't understand at all that the protagonist is not a hero or good guy but a sad parody.

I've joked about this but Warhammer will never shed shed the fascist branch of its fanbase until it explicitly mentions that otherness, queerness and empathy are good. If we see that diversity and respect for human life are what can keep the darkness at bay in a way the Imperium can't.

The Imperium needs to actually collapse. Imperial Guard can be Imperial Remnants. Space Marines are independant orders gathering their own resources by taxing the worlds they protect, which is how they justify blatant banditry to themselves.
And independant humans can be a new faction

Even just from a strictly literary perspective the lack of a straight-man faction (which the Tau were originally!) means there's nothing to play off of the Imperium being weird, which means less-interesting and more samey stories are told

It could've been a nice counterpoint to the "Everything is Fucked" 10th Edition trailer to make one that shows how, while the Imperium is dying alone and despairing, the t'au are building alliances to fight-off Leviathan, even between ancient enemies like eldar and necrons.

That is typically the role humanity plays in space operas. Which would show the dreadful irony of humanity getting out-humaned. They get to rage against the dying of the light, while the Imperium wallows and withers away in darkness.
