UOR is particularly bad about this.

In IOA, you have: external free lockers required/enforced by metal detectors (Hulk), internal free lockers in line (Velocicoaster), free lockers required only for bags (FJ/Hagrid), optional paid lockers for water rides, and paid lockers inside the park gates.

It would be great if they standardized things (the Velocicoaster double-sides lockers work the best), but I get it - this takes time and money to implement. and the burden is mostly on the front-line employees to explain everything.

I try and avoid the issue by traveling light and wearing cargo shorts. If I can't carry it with me, I don't need it. I stopped getting souvenir bottles because I don't want to carry or locker them for this reason, no matter how many free refills are included.
