By a remarkable coincidence, Beijing also introduced restrictions on cars before the 2008 Olympics (banning odd/even number plates on alternate days) and achieved similar results. Still, correlation does not imply causation, so it was probably something else that caused it.

Beijing did this too in 2008. You could only drive on odd-numbered days with an odd licence plate, and vice versa. It wasn't enough, so plates ending in 1 couldn't drive on a day ending in 1. The sky was clearer than it was in decades. Then they ended it right after the Olympics.

Rich people did get multiple cars, but most people did not, mostly switching to transit or carpooling. The famous haze over Beijing disappeared, and the air didn't feel bad to breathe.
