It is not really a full traffic ban but just for those vehicles passing through. Buses, taxis and driving to somewhere within that zone is still permitted

This vehicle ban could have included part of the Left Bank (the part in blue on the map) that's in the 5th, 6th, and 7th arrondissements, but the mayors of those districts objected.
