It is when the middle class owns more than half of the total money in the economy, while allowing each person individually to own as much money as long as the first part isn't violated, that the economy can have a maximal production where everyone is working at each one's best.

Without reading the book it seems initially to be a "we need to do this thing before we do that thing" which means that thing never happens. In Dublin we had for years, you can't restrict cars until you improve public transport - when the fix for public transport was to restrict cars.

Seems a rather unlikely and unhealthy premise - it's much easier to build political coalitions to solve problems when they're on a narrow topic, because you can get people on board across the entire political spectrum.
