The notwithstanding clause has never been used or contemplated by any Canadian Federal Government
However
It is conservative premiers who have had no problems with applying and abusing it.

Trump wishes he had this clause. We would all have to be in the streets because once pp starts to use it, he won't stop. He's proving himself to be an authoritarian daily, ie currently by refusing to cooperate with and, indeed, doing a good job of muzzling the press.
